We seal those paths before we coat, so the paint is protecting something rather than hiding it.
Standard house paint sits on the surface as a thin film. It has almost no ability to bridge a crack that opens and closes as the wall heats and cools, so the crack reappears through the paint and water follows it in. The fix is matching the coating to what the wall is actually doing.
